Hue people live peacefully, travel freely everywhere, sleep not afraid to communist kidnapping to take.

Four years after eliminating Can (1964), 1968 Hue became a victim of himself with a bloody massacre of innocent Hue people. Who is responsible for this catastrophe, if not the Hue people “kill” or assassinate Hue people?

But rumors are blowing much, and weaving is not lacking. From a small story can tear a big deal.


Specific cases such as Vuong Hong Son had the opportunity to visit Hue in a delegation of the University of Saigon. He had dinner at Mr. Can's house. He did not learn much, but his political instincts helped him choose the right person. The people chosen by him, whose ministry did not do anything great, came through a thorough introduction, the first of which was the ideal of an anti-communist nation, the second was the almost absolute loyalty and the second Three are mostly Catholic.


These standards are not necessarily general or objective values ​​for now. But at the time of the birth of the Republic, at the level of government support, people needed comrades rather than people with degrees or professional qualifications.


And through their nine years of dedicated service to the regime, they all show that they deserve it. Let me mention some of the most prominent people like Phan Quang Dong, Nguyen Van Minh, Duong Van Hieu, Nguyen Van Chau, Pham Thu Duong, Le Quang Tung, etc.


How Phan Quang Dong died with a letter to his wife and children several hours before being shot. After this, Ngo Dinh Can's attitude is the same. It is not difficult to understand, because they have an ideal and reasonable because they live with conviction.


Second, the working principle of Ngo Dinh Can is based on a political instinct. That instinct was developed in the first place is for self-defense and then by all means destroy the enemy in the still-living relationship between the two.


It may not accept the theory, even the law. It does not follow an administrative procedure, or legal process in arresting, detaining, torturing. This is the weak side of Secret Service Missions. Even though anti-Communist leadership was top priority, it could not allow the Secret Service to arrest people, detain them without trial, even torture.


Thus, to the abuse as in the Central spy trial, many of them have been wrongfully arrested, sentenced or imprisoned injustice.


But in terms of the efficiency of these agencies it is undeniable. It does not lose any of the foreign agencies like the FBI, the French SDE, the Russian KGB or the Special Branch (The Special Branch), including the Phoenix program 1968-1975... Phoenix campaign is intelligence and murder mystery! How many innocent people have been killed injustice? Why do not Americans speak? Why can you convict Mr. Can and the Secret Service?


According to data, in the eight years, the number of officials in the Republic of Vietnam was attacked by the Viet Cong up to 33,052. The “Le Van Duyet” camp was the base of the secret mission of the Central Special Mission, which was stationed in the capital region until after the revolution. Sleeping with divan or iron bed or father's chair, one by one, with mosquito netting, there are decent sheets: have hours of sleep. Eating well is better than tender. There is a clubhouse, a reading room, an entertainment court, and a ping pong table.

In the spirit, there is the Entertainment Board of the camp: rehearsal, drama, tu luong, many weeks for performances for entertainment brothers. Often every afternoon, there is an old opera, an old-fashioned camera, but also sad. On Saturday night, listen to the sound of Sai Gon Repertory or see the lightning. (...)

“Eat rice,” a name was born in the camp of Le Van Duyet.

We did not know how much the government spent on food and drink, but at Le Van Duyet we could get $ 50 from the market, each in camp.

In my opinion, prisons like Ngo Dinh Can's Le Van Duyet camp are unique in this world. It is “prison without bars”. There were also correctional camps, but it was not comparable to the Lê Văn Duyệt prison.


However, according to Du Van Van,

“For certain stubborn prisoners who do not divert - as in the case of Dang An - are detained in a solitary confinement. Or Deng An was transferred to a small fish farm, a separate detention center. This camp can be taken to Nine Cellars and starved. Or worse, drop the river or drop the sea. The supervisor of Mang Fishery at that time was Pham Mai.”

The reason for the establishment of the Central Special Mission


So far, more than half a century, many people still misjudge the work of the Central Special Forces of Can. They suggested that the mission was to crack down on them, to suppress all intellectuals such as doctors, lawyers, professors, journalists and businessmen as witnessed by 42 witnesses. June 26, 1964.


Journalist's article Nam Dinh record as follows:

“According to the indictment, 42 people were tortured, investigated by Agent Orange. These secretaries included Thai Black, Thien Dzai and Phan Khanh.

But each time Nguyen Van Duc, the prosecutor, after witnesses testified, turned to ask Duong Van Hieu: Did the defendant look at it? And the answer of the defendants is:

- Absolutely not.”


According to Nam Dinh journalist, Than Chung newspaper, “the crime of Secret Agents Duong Van Hieu no ink pen can describe it all.”


However, according to a victim who was taken to the Le Van Duyet camp recently quoted above, the detainees at Le Van Duyet camp have a comfortable life in prison. What are the penalties not described by Nam Dinh journalists?


As for the purpose of setting up the Central Special Forces, Mr. Can wanted a policy of recruiting Communist soldiers. This was an escape route for the communists, enabling them to cooperate with National government.


Therefore, Mr. Can in early 1957, he proposed to TT. Diem asked him to implement the policy he called “Encouraging and using old resistance fighters.”

After Mr. Diem agreed, Mr. Can entrusted Mr. Duong Van Hieu with the mission to implement the above policy.


Thanks to its thorough application, intelligence and smartness, the policy not only captured the entire Viet Minh staff in the Central.


This policy also encourages some people to quit the Party to work for the National Party. That is the case of Le Chan, real name is Nguyen Dinh Chon, which is a member of Thua Thien province. After moving, Chon has been appointed as Senior Specialist of Gia Dinh Police. Until 30 April 1975, he was educated as a reformer, then he was transferred to the United States under the HO.


His former comrades asked him to rewrite the memoirs of former prisoners of the Central Special Forces. He refused because old age wants to be alone.

Maybe this is a rare and special document, because the speaker is Mr. Ngo Dinh Can. Mr. Can is a little person who appears outside, with little contact with anyone. Important events such as National Day or occasional festivities are not present. I wonder, did he ever come to Saigon to meet Diem? Probably not. Even local ceremonies such as Hue were not present.


The more contact with foreigners is, the less he avoids. Why is not clear? Language of disagreement? Less guilty?


In a March 26, 2015 article published by, US Consulate General John Helble (1961-1964) recorded. The American consul waited patiently for three months to get Mr. Can's comments. And this is a very special case and very rare. also republished a telegram sent from Hue as follows:

Even so, it would not save Ngo Dinh Can's life.

In an interview with former Consul General John Helble with Thomas F. Conlon on April 5, 1996, there was an important note from the former Consul:

After all, both the Americans and the generals needed a sacrificial animal.


One avoids such communication. However, on the occasion of Tet 1958, Can himself personally visited the arrested officers who had diverted or not diverted at the Police Department of Thua Thien.


The theme he told them was “The policy of inviting and using old resistance fighters.”


He said to them as follows:

“My dear brother came to visit me because of Mr. Hieu, the head of company reported: all brothers here are well-intentioned, high National spirit. I came to the purpose of “inviting you” to the State, to cooperate with us, to build a truly free, truly democratic regime. Together reform of the backward society piling up too many injustices flow from life now, for the grace, has been independent, must be worthy of his position, of a completely poisonous person freedom, freedom and happiness. (...) And you, because you are so passionate about the ideals of Independence and Freedom, do not recognize communism as a non-nationalist. (...) Then we fight together, fight hard, build a real country of independence, freedom, democracy. A society that is truly fair, happy, full of self, wife, children, village, ethnic people themselves.

Achievement of the Central Special Mission

Le Duan also confessed to a rather pessimistic situation when Le Duan wrote in July 1962:

Huong was arrested in 1958 after four years in the south.


- There is also Vu Ngoc Nha, an official at the Ministry of Public Works. Arrested and diverted and then monthly must report work. Later, Tran's father, Phu Nhuan's father, introduced her friend Thieu to Thieu.

- Le Huu Thuy, lieutenant who was put in by the Viet Cong and appointed by Do Mau as Head of Security Department of the Military Security.

- Colonel Le Cau later changed the direction and helped to arrest Pham Ba Luong, member of the Foreign Ministry Vu Van Mau. (Stanley-Vu Quoc Thuc's economic plan was transferred.

The main thing here is that both Republican and Communist Vietnam refer to reform policy.


But Ngo Dinh Diem's ​​regime, instead of using the past to condemnation, emphasized the past of the former resistance and often when diverted and promoted in the same position as the case of Pham Ngoc Thao, Men like Huynh Van Lang, Le Ngo Chau, Tran Van Tuyen, Pham Duy, Le Tung Minh, Hoang Thi Tho and writer Xuan Vu and thousands of thousands of former civil servants as well as South Vietnamese intellectuals.


Meanwhile, they also renovated the 'puppet troops, puppet government', but used their past as a conviction for crimes and torture. Therefore, 10 out of 10 people when they are out of the camp revenge hate communism never.


It shows that the transformation of the First Republic was a human value to build the country together. The rebuilding of communist re-education camps is no less a form of revenge.


Not only that, the communists dealt with the communists who were jailed under the Republican regime as “problematic”, not using, sitting, playing and watering. Le Duc Tho, head of the Central Organization Committee, said: “90% of American-puppet political prisoners have a problem.”


This is also true of some communist prisoners under the French rule. Typically, the case of Tran Van Giau suspected of cooperation with France and the whole country was not completed.


That is also the case of Pham Ngoc An, Muoi Huong, Major Dang An, Vu Ngoc Nha, etc.
